The following written message was received from the President of the United States, by Mr. Coles, his Secretary:
To the Senate of the United States:
I nominate Walter Winter, of Maryland, a Midshipman from March 22, 1799;
TH: JEFFERSON.
April 23d, 1808.
The Senate proceeded to consider the said message.
Resolved, That they advise and consent to the appointments, agreeably to the nominations.
Ordered, That the Secretary lay this resolution before the President of the United States.
