Introduction

This collection consists of the working papers of the Sub-committee on Music of the Joint Army and Navy Committee on Welfare and Recreation of which Dr. Harold Spivacke, Chief of the Music Division from 1937 to 1972, was chairman. Included among the collection are other war-related materials that were given to the Music Division of the Library of Congress by the War Department on June 24, 1943.

Scope and Content Note

On September 25, 1941, the Joint Army and Navy Committee on Welfare and Recreation announced the appointment of a Sub-committee on Music, formed to advise the Army, Navy and Marine Corps on all matters pertaining to musical activities within military camps and reservations during and after World War II (1941 to 1946). The Sub-committee was also to aid in coordinating plans for musical entertainment of the soldiers in the communities outside the camps and stations. Dr. Harold Spivacke, Chief of the Music Division at the Library of Congress, was named as the chairman. This collection represents the working papers of the Sub-committee.

In addition, the collection contains some related materials that were given to the Music Division on June 24, 1943, by the Industrial Service Division, Bureau of Public Relations, War Department, Washington, D.C. Before the collection was processed these War Department materials, which were designated "for War Collection, Music Division," were interfiled among the Sub-committee's papers.

The bulk of the collection consists of an alphabetically arranged correspondence and subject file. Present are letters from original members of the sub-committee including Fred Birnbach, Secretary of the American Federation of Musicians; C. V. Buttelman, Executive Secretary of the Music Educators National Conference; music publisher, Harry Fox; and Noble Sissle, President of the Negro Actors Guild of America, Inc. In addition, there are copies of letters to such well-known musical personalities of the era as Aaron Copland, Leonard Feist, Oscar Hammerstein 2nd, Jerome Kern, Erich Leinsdorf, Alan Lomax and Walter Toscanani. A sub-series of correspondence addressed to member publishing companies of the Music Publishers' Protective Association, Harry Fox, General Manager, from servicemen requesting complimentary sheet music, is included in the collection. Of special interest are the lists of best selling recordings during the war years and a collection of "Army Hit Kits," pamphlet-size song books that were distributed to servicemen.
