Mr. Love presented a petition of Joseph Wheaton, of the city of Washington, praying compensation for services rendered as an officer in the Revolutionary Army.

Ordered, That the said petition be referred to the Committee of Claims.

On a motion made, and leave given, Mr. Newton, from the Committee of Commerce and Manufactures, presented a bill to annex a part of the State of New Jersey to the and Manufactures, presented a bill to annex a part of the State of New Jersey to the

collection district of New York; to remove the office of collector of Niagara to Lewistown; to establish a new district, to be called the district of St. Lawrence; to make Cape St. Vincents, in the district of Sackett's Harbor, a port of delivery; and, out of the districts of Miami and Mississippi, to make two new districts, to be called the districts of Sandusky and Teche, and for other purposes; which was received, and read the first time.

On motion,

The said bill was read the second time, and committed to a Committee of the Whole House to-morrow.

On motion of Mr. Livermore,

Ordered, That the memorial of sunday merchants of Newburyport, in Massachusetts, presented the twenty-eighth of January, one thousand eight hundred and three, be referred to the Committee of the Whole House on the bill to secure to American vessels an equal advantage in exporting articles, the growth of the United States, to foreign ports,

On motion of Mr. Gold.

Ordered, That the memorial of sunday mechanics of the city of New York, presented the twenty-seventh of January, one thousand eight hundred and three, be referred to the same Committee of the Whole House.

Mr. P. B. Porter, from the committee appointed on that part of the President;s message, at the commencement of the session, which relates to the Corps of Engineers and the Military Academy, to whom was referred the bill from the Senate, entitled "An act making further provision for the Corps of Engineers," reported the said bill, with amendments; which were read, and, together with bill, committed to a Committee of the Whole House on Monday next.

Mr. Bacon presented a petition of the Massachusetts Association for the encouragement of useful inventions, signed, by Benjamin Dearborn, their President, praying a revision and amendment of the laws of the United States now in operation respecting patents for discoveries and inventions.

Ordered, That the said petition be referred to the Committee of the Whole House on the bill for the encouragement of learning and the promotion of useful arts.

Mr. Morrow, from the Committee on the Public Lands, made a report, in part, on the report of the Land Commissioners for the district of Kaskaskia, referred to them on the second ultimo; which was read, and referred, to the Committee of the Whole House on Monday next.

Mr. Anderson, from the Joint Committee for Enrolled Bills, reported that the committee did, yesterday, present to the President of the United States, for his approbation, the following enrolled bills, to wit:

"An act incorporating the Protestant Episcopal Church in the town of Alexandria, in the District of Columbia;"

"An act providing for the final adjustment of claims to lands, and for the sale of the public I and in the Territories of Orleans and Louisiana;"

"An act concerning the Bank of Alexandria;"

"An act to incorporate the subscribers to the Farmers' Bank of Alexandria;"

"An act to incorporate the Bank of Potomac;" and

"An act to incorporate the Bank of Washington."

On motion of Mr. Cochran,

Resolved, That a committee be appointed to inquire into the expediency of providing by law, for detaching, in quotas, -- thousand, militia, to be armed by the United States, and held in readiness for service, for a limited time; and that the committee have leave to report by ball, or otherwise.

The said resolution was read, and ordered to lie on the table.

A message from the President of the United States, by Mr. Edward Coles, his Secretary, notifying that the President did, this day, approve and sign "An act concerning the Bank of Alexandria;" and

"An act providing for the final adjustment of claims to lands, and for the sale of the public lands in the Territories of Orleans and Louisiana."

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill for the relief of Arthur St. Clair; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Desha reported that the committee had, according to order, had the said bill under consideration, and made an amendment thereto.

A motion was then made by Mr. Root, to amend the bill by striking out from the word "that," in the second line to the end:

The amendment reported by the Committee of the Whole to the said bill was then concurred in by the House, and the bill further amended at the Clerk's table, and ordered to be engrossed, and read the third time to-morrow.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill authorizing the issuing of debentures in certain cases; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Macon reported that the committee had, according to order, had the said bill under consideration, and made some progress therein, and directed him to ask leave to sit again.

Resolved, That this House will, to-morrow, again resolve itself into a Committee of Whole House on the said bill.

Mr. Garland, from the Joint Committee for Enrolled Bills, reported that the committee had examined two enrolled bills, to wit:

"An act making a further distribution of such laws of the United States as respect he public lands;" and

"An act to incorporate the Union Bank of Georgetown;" and had found the same to be truly enrolled: When,

An adjournment being called for,

The House adjourned until to-morrow morning eleven o'clock.
