Dear Sir, Philada. 29 Septr. 1778,12 o'Clock Immediately on the Receipt of your Letter of the 17th, (1) to the Delegates of Maryland, I communicated the Contents to Congress, and laid two Resolutions on the Table, one for a Permission for such Persons as you approvd to export to the Eastern States, and another to extend the Embargo. The first seemed to meet with the general Approbation of the House. The second was approved by some and doubted by others. 'I he two Resolves were referred to the Consideration of a special Committee.(2)
I waited on the Post Master. I am in Hopes there will [be] no Cause for Complaint in future. The Post is not yet come in.
His most Christian Majesty's Letter of War to the Commandant at Guadaloupe will not be disagreeable to you. The Enemy landed about 5000 Troops at Paulus Hook, & marched towards Hackinsack-their Business is to procure Forage.

1 The Maryland Council's September 17 letter to the state's delegates is in Md. Archives, 21:206-7. The council was seeking to broaden Congress' September 2 exemption to the embargo so that vessels of Maryland registry, as well as those "recommended by the executive powers" of "the eastern states," would be permitted to clear Maryland ports with provisions for those states. See JCC, 12:861.
The council also wrote a letter to President Laurens on September 17, protesting Congress' September 11 resolution singling out Maryland for failure to prevent evasions of the embargo, which was laid before Congress on September 24. See JCC, 12:903, 947; Md. Archives, 21:205-6; and PCC, item 70, fols. 277-80.
