Resolved, That two months' pay, being 250 dollars, be advanced to Brigadier General Roche de Fermoy, he to be accountable:

That he be ordered to repair to the northern army at Ticonderoga, and put himself under the command of General Schuyler.

of a committee of the general assembly of the state of Massachusetts bay, appointed to officer and inlist seven batallions out of the officers and soldiers in the continental army near White Plains, with sundry papers enclosed, was read:1

Ordered, That the same be referred to a committee of three:

The members chosen, Mr. [James] Wilson, Mr. [Edward] Rutledge, and Mr. [George] Wythe.

Resolved, That two months' pay be advanced to Captain Ottendorf; and that he be ordered to repair to head quarters, near White Plains, and put himself under the command of General Washington.

The Committee of Treasury reported, that there is due,

To Robert Towers, commissary, for sundry articles purchased by him by direction of the Board of War, and to be charged to the account of the said Board, 526 74/90 dollars:

That, 3,280 dollars be advanced to Captain Casdorp, to pay the arrearages due his company of carpenters sent to Ticonderoga: for which he is to account:

That 50,000 dollars be sent to Richard Dallam, deputy pay master general for the flying camp; he to be accountable:

Ordered, That the said sums be paid.

The committee appointed to consider and report under what restrictions the suttlers, who supply the army, ought to be laid, brought in a report, which was read; and, after some debate thereon,

Resolved, That a Sutler be appointed for ye Army at New York, whose Business it shall be to provide at ye cheapest Rate for ye Soldiers, full Supplies of such necessary Articles as the General shall direct.

That for this purpose he be supplyed with Money by ye General's Warrants on ye paymaster, and provide such a Number of Assistants and Deputies, as ye General shall direct; each of whom to be approved by the General and allowed the pay and Rations of a.

That to ye Cost, Transportation, and other Expences of ye Articles which he shall purchase, be added 10 per Ct.

That from his general Store, he shall order Supplies to be delivered to his Deputies, who shall be stationed in such different Parts of ye Army as may be most convenient for supplying ye Troops.

That he keep constantly posted at his Stores and also recorded, the prices to be given by ye Soldiers for ye Goods supplyed by ye Deputy Sutlers, to which ye Soldiers may recur for preventing Impositions.

That he keep an Account of ye Articles delivered to his Deputies, and direct them once a Week to make Return of such as have been sold, together with ye Money arising from ye Sale; and Also of ye Articles remaining on Hand, as often as ye Sutler shall judge it necessary.

That Rum or other Spirits shall not be supplied to any non Commission officer or Soldier, without permit from ye commanding officer of his respective Company.

That ye Deputy Sutler shall once a Month present a List of ye Debts due to them from ye Soldiers, to ye paymasters of their respective Regiments, who shall make ye proper stopages and discharge ye same.

That ye Sutler invest ye Money which from Time from Time he shall receive from ye Deputies in new Supplies for ye Army.

That should any of his Deputies be detected in taking for Goods a higher price than he shall have affixed thereto, or neglect to adjust their Accounts as before directed, the same be by him forthwith removed.

That he make monthly payment to his Deputies of ye Salaries allowed them by Congress, and be himself allowed ye pay and Rations of a.

That he adjust his Accounts at ye End of ye Campaign with ye Commissioners of Accounts, or oftener, if they shall judge it necessary, and charge therein ye Salary granted as aforesd.

That on a final Settlement of his Accounts he return to ye paymaster ye Sums supplyed him from ye military Chest, and deliver to such person as ye General shall appoint ye Balance arising by profits on ye Sale of Goods, to be distributed amongst ye widows of such non Commission

officers and Soldiers, as may have lost their Lives in ye Army during ye ensuing Campaign.

That he take an Oath to ye faithful Discharge of his Duty.1

Resolved, That the farther consideration thereof be postponed to Monday.

Congress having received intelligence that a free and open communication and correspondence is kept up with the enemy on Staten Island and New York, from Elizabethtown, Newark, and the parts adjacent, to the great detriment of the American cause: It is therefore recommended to the governor, council, and assembly of the state of New Jersey, to take the most speedy and effectual measures to stop all communication between that state and the enemy's quarters, that shall not be directed by proper authority.

A memorial from Lawrence Bowden, late master of the ship Royal Exchange, taken by the Columbus, ship of war, was presented to Congress and read:

Ordered, That it be referred to the Marine Committee.

Resolved, That this Congress will, on Tuesday next, resolve itself into a committee of the whole, to take into consideration the means of supporting the credit of the continental currency.

The several matters to this day referred, being postponed,

Adjourned to 10 o'Clock on Monday.
