The Committee on the Treasury brought in a report; Whereupon,
Ordered, That a warrant issue on the treasurer in favour of the Marine Committee for 3,000 dollars, for the purpose of defraying their contingent expences; for which they are to be accountable?1

Congress resumed the consideration of the report of the committee of the whole, and after debate,
Ordered, That the farther consideration thereof be postponed.
Ordered, That a warrant issue on the treasurer in favour of the Board of War, for 200,000 dollars, for public service; the said Board to be accountable.
Resolved, That a committee of three be appointed and authorized to enquire into the state of the purchases of wheat and flour, for the use of the army, made by the superintendents, the commissioners of the State of Pensylvania, and the purchasing commissaries, and report thereon:
The members chosen, Mr. James Smith, Mr. [Samuel] Chase, and Mr. [William] Ellery.
A letter from the Board of War was read.
Adjourned to 9 o'Clock to Morrow.
