A memorial from Captain [William] de Luce was read, enclosing sundry certificates:
Ordered, That the same be referred to the Board of War.
A letter, of 24 July, from William Kilty, surgeon's mate to the 5th Maryland regiment, was read.1

Congress proceeded to the consideration of foreign affairs, and some time being spent thereon,
The committee appointed to prepare instructions for the Minister Plenipotentiary of the United States to be appointed for negotiating a peace, brought in a draft which was taken into consideration, and debated by paragraphs, was on Saturday, August 14, 1779, unanimously agreed to as follows:2
