Two letters, of 12 September, from Mr. Dumas were read:1

Ordered, That they be referred to the committee on his former letters of December 30, 1779, &c.
The following letters from the honorable J. Adams were read; viz. 2 of 12th, one of 16, two of 17 and one of 29 June, and one of 24 and one of 25 September:2

Ordered, That the letters of 24 and 25 September be referred to Mr. [Jesse] Root; Mr. [John] Mathews and Mr. [James] Lovell; and the others to the Committee of Foreign Affairs.
Two letters, of 19, from Major General Greene were read:3

Ordered, That they be referred to Mr. [Ezekiel] Cornell, Mr. [Theodorick] Bland and Mr. [John] Mathews.
A letter, of 13, from Governor Jefferson was read, enclosing a letter from Colonel Wood;
Also a letter, of 21, from Colonel Pickering:
Ordered, That they be referred to the Board of War.
A letter, of 19, from Governor Jefferson was read, with sundry papers enclosed; also
A letter, of this day, from Doctor Shippen.4

A memorial and petition from Charles Morse was read; Whereupon,5

Ordered, That a warrant issue on Thomas Smith, commissioner of the continental loan office for the State of Pensylvania,

in favour of the said Charles Morse, for eight thousand dollars on account of his salary; and for which the said C. Morse is to be accountable.
A report from the Board of War was read, with a letter enclosed from E. Blaine:
At a Board of War Novr. 25, 1780
Present Mr. Peters Genl. Cornell
In consequence of the reference to them, of Col. Blaine's letter to Mr. Houston, the board put the following questions to Colo. Blaine--
To all which the board recd. the inclosed answer from which it appears that the whole of his purchases amounts to 611.608.12.2 Contl. money.
The Board therefore report
That a warrant issue on The. Smith Contl. Loan Officer, for the State of Pennsa. for four hundred and eighty four thousand, two hundred and eighty nine dollars and 5/9 6/9 to enable him to comply with special contracts, for which he is to be accountable1

Ordered, That the same be referred to the Board of Treasury to devise ways and means for advancing to Mr. E.

Blaine, commissary general, the sum reported in his favour by the Board of War.
Congress took into consideration the report of the committee on the report of the Board of Admiralty of 24; and thereupon,
Resolved, That the Board of Admiralty be and hereby are authorised to enter into such contracts as they, in their discretion, shall think fit, for the purpose of despatching the frigate Trumbull on a cruize, not to exceed six months, for the protection of trade and annoyance of the enemy, without loss of time.
That the Board of Admiralty lay before Congress an account of the expence hitherto accrued in building the continental ship America, at Portsmouth, and an estimate of the expence of compleating her hull:
And that they be at liberty to make the proposal Postponed. suggested in their report respecting that ship.1

Ordered, That the remainder of the report be postponed.
The committee, to whom was referred the report of the Board of Admiralty, containing instructions to the commanders of armed vessels, delivered in a report; Whereupon, Congress agreed to the following:
Additional instructions to the captains and commanders of all ships of war and private armed vessels, who shall have commissions or letters of marque and reprisal.
