[Mr John Rutledge's and Mr David Ramsay's Motion.]
R. That the Minr. Plenipo: of the United States at the Court of Versailles, be and he is hereby instructed and authorised to agree to a full and absolute exchange of Lieut. Genl. Earl Cornwallis for the Honble. Henry Laurens Esqr. in case he shall accept and undertake the appointment of a Comr. for negotiating peace with G. Britain.1

On this day, according to the indorsement, a letter of October 21 from the Senate and General Assembly of Massachusetts was read and referred to the Grand Committee and Tuesday next assigned. It is in No. 65, II, folio 201.]
