Congress assembled: Present, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pensylvania, Maryland, Virginia, North Carolina and South Carolina.

On motion of Mr [Edward] Hand, seconded by Mr. [John] Montgomery:

Whereas the supreme executive council of the State of Pensylvania, have represented, that from the dispersed situation of the officers and soldiers of the late line of that State, it is found impracticable to appoint regimental agents to receive from the paymaster general the certificates for the arrears of pay due to the said officers and soldiers, agreeably to the resolution of the 3d day of November last, and requested that the appointment of Major Thomas B. Bowen and Captain Erkurius Beatty, who have been chosen by the officers of the line of Pensylvania, to act as agents for the whole line of that State, may be confirmed.

Resolved, That the said appointment be, and it is hereby approved and confirmed.1
