Congress assembled: Present: New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pensylvania, Maryland, Virginia and North Carolina; and from South Carolina, Mr. [Jacob] Read.
By general consent this was ordered on 10th April to be struck out, and the report to stand as brought in and to be open to further debate as if no question had been taken. Congress resumed the consideration of the report of the grand committee appointed to prepare and report to Congress the arrears of interest on the national debt together with the interest and expences for the year 1784 from the first to the last day thereof inclusive, and a requisition of money on the states for discharging the same, and a motion was made by Mr. [John Francis] Mercer seconded by Mr. [Arthur] Lee to strike out the words and figures immediately following the words "domestic debt" namely "Loan office debt 11,473,802.26 at 6 per cent 1,184,176" and on the question shall those words stand, the yeas and nays being required by Mr. [William] Ellery,

So the question was lost and the words, were struck out.
