Congress assembled. Present as before.
According to order, Congress proceeded to the election of a commissioner of the continental loan office for the State of Rhose Island and Providence Plantations, in the room of Mr. Clarke, who has resigned; and the ballots being taken, William Ellery, esqr. was elected, having been previously nominated by Mr. [Pierse] Long.1
