Congress assembled present as yesterday together with New Jersey New hampshire Massachussetts, Connecticut, New York, New Jersey Pensylvania Delaware, Virginia N Carolina S Carolina and Georgia and from Rhode island Mr [Peleg] Arnold.

According to the order of the day2 Congress proceeded to the election of three commissioners pursuant to the ordinance of the 7 May 1787 and the ballots being taken the two following were elected Mr W[illiam] Irvine having been previously nominated by Mr [John] Armstrong Mr John Taylor Gilman, having been nominated by Mr [Paine] Wingate.

Ordered that the election of the third3 be postponed till tomorrow.

[Motion of Mr. Kearny respecting the commissioner to Southern Indians1]

Resolved that the Board of Treasury take order for paying to William Perry late Commissioner for treating with the Southern Indians the Sum ofDollars being the Amount of the Stipend allowed to said Commissioner by the Resolve of Congress of Blank.2
