Six states assembled only attended namely New hampshire Massachusetts Connecticut Pensylvania Virginia and South Carolina and from New York Mr [Leonard] Gansevoort from Delaware Mr [Dyre] Kearny from Maryland Mr [David] Ross and from North Carolina Mr [James] White.

Mr [David] Ross1 a delegate for Maryland attended.
